This study presents a brief analysis of the experience with the implementation of the Law on Social Aid in Republic of Moldova in the period 2009-2011. Analysis is conducted both from the perspective of the process (access, distribution principles) and of the outcomes (impact on poverty). The study proves that the system of social aid provision is correct and non-discriminatory, facilitating the access of the population to the social assistance. Considering the short period of time since the social aid was introduced, the coverage is satisfactory and expected to reach the saturation level (with all eligible persons included) quite soon. At the same time, the study shows that measures undertaken to reduced the dependency of the beneficiaries on the system and to eliminate the moral hazard are not always successul. The qualitative data show also that there is a wide room for the mechanism to be manipulated.
