Economic Implications of an Environmental Tax

The Ministry of Economy has recently adopted the decision to withdraw the environmental tax on the imported products packed with tetra-pack or plastic materials. The argument was that this tax goes against Moldova’s WTO commitments, as it only is levied on imports and not on domestic products using tetra-pack or plastic materials. We analyze the main reasons and economic implications of this decision and show that the Ministry had a better option of making the tax compulsory for both importers and domestic producers.
