Recent economic initiatives of the president Voronin (capital legalization, fiscal amnesty and zero rate tax on the reinvested income) are subjects of fierce debates. Moldovan society’s reaction to these proposals has been mixed, while international financial institutions have expressed only concerns. No doubts, the IMF mission currently in Moldova will discuss this issue with the country’s leadership. As these initiatives are being pushed through the Parliament, serious doubts persist regarding their effects. As we show in this analysis, these initiatives are based on wrong assumptions, use deficient tools and may result into a new spat between Moldova and IMF.
