After several controversial discussions on the capacity of the National Research, Development and Innovation (RDI) system to contribute to the economic growth and competitiveness, the Academy of Science of Moldova (ASM) surprised the audience with a draft strategy for the development of the sector in the period 2012-2020. At first glance, a commendable initiative that recognizes the existent problems and accepts the idea of reforming the system, ultimately, does not provide much clarity on the issue. Or, rather, the set goals, although necessary, do not cover the whole system and the methods to be used for their achievements are missing in the strategy. In this way, is the strategy proposed by ASM useful? Or, are other tools required to reform the system and ensure the transit of Moldova towards a model of economic development based on competitiveness and innovation?
