Starting January 1, 2007 several types of services, such as “transport of passengers with taxis”, or “cultivation of and trade with flowers” are banned to be provided under the entrepreneurship patent. On January 1, 2008 and January 1, 2009, other types of activities will see the same ban. The new policy triggered dissatisfaction and even social protests. The purpose of this analysis is to understand if the new policy is economically sound and what other implications the new legislation will have.
