The main objective of the conference is to validate the results of the public consultations held in Moldova or online direct participation of over six thousand representatives of different regions and social groups in Moldova. The purpose of these consultations was to stimulate debate on inclusive development agenda of the country for the period post-2015, providing a sound analytical basis, has inputs and ideas that respond to the particularities of the national context.

The conference is divided into 4 discussion panels focused on priority areas identified during the public consultation process:

  • Good governance and human rights;
  • Education, employment and sustainable economic development;
  • Inclusive, tolerant and cohesive society;
  • Sustainable environment.

The purpose of this report is to provide an impact assessment of the future Deep and Comprehensive Free Trade Agreement (DCFTA) between the Republic of Moldova and European Union on the transnistria region and the relations between Chisinau and Tiraspol. The study concludes that the optimal solution is for EU to accept the implementation of DCFTA on the entire territory of Moldova, while ensuring a more rigorous control over all goods which enter and exit the transnistria region. At the same time, we emphasize that the best strategic approach for Chișinău and Bruxelles is that the European integration of Moldova should be treated as a precondition for country’s reintegration and not vice versa. In this way, the reintegration will be strictly guided by region’s economic elites interested in the extension of the market access EU, which soon or later will contradict and even prevail over the incentives of political elites from the transnistrian region. 

Centrul Analitic Independent EXPERT-GRUP organizează masa rotundă „Opțiunile de implementare a Zonei de Liber Schimb Aprofundat și Cuprinzător în regiunea Transnistreană”. Evenimentul va avea loc la data de 14 martie 2013, de la 10:00 la 11:30, în Sala de Conferințe a Hotelului Jolly Alon (adresa: mun. Chișinău, str. Maria Cebotari, 37).

Obiectivul principal al mesei rotunde este discutarea rezultatelor notei de politici „Transnistria și Zona de Liber Schimb Aprofundat și Cuprinzător: buturuga mică răstoarnă carul mare?”, elaborat de Valeriu Prohnițchi și Adrian Lupușor. Publicația analizează potențialul impact al Zonei de Liber Schimb Aprofundat și Cuprinzător asupra regiunii transnistrene precum și asupra relațiilor dintre Chișinău și Tiraspol. Studiul identifică și evaluează opțiunile pe care Republica Moldova și Uniunea Europeană  le au la dispoziție în cazul în care autoritățile transnistrene refuză să implementeze prevederile  ZLSAC cel puțin la prima etapă.

Centrul Analitic Independent EXPERT-GRUP va desfășura masa rotundă „Evaluarea eficienței și transparenței utilizării resurselor publice alocate culturii”.  

Obiectivul principal al mesei rotunde este discutarea rezultatelor studiului „Evaluarea eficienței și transparenței utilizării resurselor publice alocate culturii”, coordonat de Dumitru Budianschi, Director de programe al EXPERT-GRUP. Studiul analizează cadrul de politici, instituțional și legal al acestui sector, precum și finanțarea acestuia. O analiză specifică a fost realizată și pe domenii ale culturii și artei (patrimoniul cultural, cultura scrisă, învățământ artistic, patrimoniului material din spațiul rural destinat prestării serviciilor culturale) și conchide că reformele în domeniul culturii au întârziat foarte mult, iar prezența statului în acest domeniu, este nejustificat de mare.

Real Economy, no. 36

The end of 2012 brought a mix of worrisome and optimistic news regarding the macroeconomic conditions. On the bright side, the economic downturn ended. On the dark one, the growth prospects are quite bleak. In December 2012 the moving average for the last 4 months of the Economic Leading Indicator (ELI), remained at the previous month level, suggesting a forthcoming economic stabilization.

Building a citizen’s budget understanding;

Implementation period: December 1, 2012 – November 30, 2013;

Funded by: Soros Moldova Foundation, Good Governance Program;

Project goal: Inform the society on the creation of the public budget and the public money by presenting data in a visual, descriptive and accessible form.

Main activities:

  • Analyze multiple sets of data (the BOOST data tool and other open data sources);
  • Create BudgetStories.md, which will include interactive modules for users, on the tax system, the budget calendar;
  • Work with the IT and design partners of the project to create data stories / info graphics / visual displays of the relevant findings in the largest spending sectors, including: education, health, agriculture and public administration;
  • Maintain constant communication with the key stakeholders in the areas of the project, so our analyses will tackle the most relevant questions in the sectors.

Main outputs and outcomes:

  • BudgetStories.md - simple and interactive website;
  • Data stories and info graphics of analysis results on sectors;
  • Interactive modules (such as the real time budget calendar and tax calculator).

Project expected impact:

A better understanding by citizens, especially the active members of the society on the operation of the public finance system and the way it influences their everyday lives, an understanding that will ultimately contribute to a plenary contribution of society in the budget process and a more efficient spending of the public money.

External and weather shocks are to be blamed for the economic downturn Moldova suffered in 2012. At the same time, as we warned repeatedly in previous editions of the MEGA, the vulnerability of Moldovan economy to the exogenous factors is magnified many times by domestic weaknesses resulting from unaccomplished structural reforms, immature institutions and policy failures. To mention just one aspect, the fact that in 2012 Moldova lost the competition with other countries in the region in attracting foreign direct investment - and, to put it honestly, was actually on the verge of losing some of the large foreign companies already in the country - has no linkages with economic crisis in Europe and with the severe drought affecting the country. This stands to prove that, by and large, the Government has not been able to address the shortcomings of the national business climate in a systematic way. 

Worsening economic conditions in Europe and extremely hot and dry weather sent Moldovan economy into recession in 2012. However, the two external shocks have been magnified by the domestic vulnerabilities and policy failures. The annual GDP is estimated to have fallen 0.7%, and the main brunt came in the third and, especially, the fourth quarter, when the GDP is estimated to have contracted about 2% y-o-y. Agriculture has been the key source of decline, taking almost 3 percentage points away from the GDP annual growth rate. In 2013 we expect a 3.5% economic growth, largely driven by the one-off recovery growth in the agriculture. Sluggish growth expected in agriculture in 2014 is, again, the main reason for the grimmer outlook we expect for 2014, with the GDP expected to gain 3.0%. No significant improvements are expected in the other sectors and in the consumption patterns to compensate fully the agricultural sinusoid.
