After a long period of severe underfunding, which practically led to the delapidation of roads network, since 2010 the Republic of Moldova began to increase the funding of the sector. The purpose of this paper is to analyse to what extent the current system of road management is able to ensure maximum efficiency of resource allocation to implement roads-related projects. For this, we analysed the legal and institutional framework, the procurement system and the results of the procurement process, the normative and technical standards for roads construction and the technical solutions used. Analysis shows that the current practice of forming resources for financing of this sector does not have a sound basis for ensuring sustainable funding , while the institutional structures involved in the management capacity of the sector, including the roads fund, have major deficiencies.

Project title: Promoting Good Governance through Independent Economic Analysis and Forecast;

Implementation period: June 30, 2010 – June 30, 2011 (second year);

Funded by: Soros Foundation – Moldova, Good Governance Program;

Project goal: Encourage public discussions and interest on economic policy, enrich these discussions with independent policy analysis, forecast, and promote best policy solutions to economic and social problems via open dialog with relevant Government and society actors.

Main activities:

  • Provided the Government, private companies and citizens with up-to-date, sound and relevant economic analysis and forecast in core areas of the economic policy;
  • Monitored the economic policy and raise awareness of the Government, private companies and citizens regarding the most important economic trends and risks;
  • Encouraged unbiased and solution-oriented debates on the economic policy in order to generate new ideas to appropriately respond to new economic risks and opportunities;

Project impact:

This project contributed to increasing the trust of the Government in the civil society organizations’ analytical capacities. This was reflected by inclusion of the EXPERT-GRUP representatives in the Consultative Group of the Ministry of Economy and Collegial Body of the Ministry of Finance. Interviews conducted with the senior economic policymakers proved the high respect that the project publications enjoy in the policymaking community. The policy studies and periodicals published as part of this study proposed many economic policy solutions, some of which have been taken by the Government. The forecasts done by EXPERT-GRUP, particularly those on inflation and exchange rate, served as reference for Governmental bodies. 

Following recent discussions about the inefficiency of the Research, Development and Innovation (RDI) sector in Moldova, recently a draft law on the Academy of Science of Moldova (ASM) was elaborated. Currently ASM's activity is regulated by the Code on Science and Innovation, under which ASM is the main authority in the field, "plenipotentiary coordinator of scientific activity and innovation", responsible for all aspects of RDI (policy development, implementation, monitoring, reporting, determining research priorities, funding and distribution of the budgetary resources). Such an arrangement creates moral hazard and determines the inefficiency of RDI sector. The draft law intends to remove some of these drawbacks by placing ASM in another context, more in line with an economy based on competition. This analysis tries to identify implications of the draft law.

Tuesday, November 20, Expert-Grup in partnership with Friedrich Ebert Foundation, organized the International Conference “2012 Drought in Moldova: Consequences and lessons for policy development”. The conference was attended by about 50 experts and practitioners from various fields, representing academia, government, NGOs, research institutions, farmers. The goal was to analyze the social and economic impact of the drought of 2012 and identify conclusions and policy lessons that can be drawn from this extreme weather phenomenon.

The main conclusions that were stated at the conference are:

  • The climatic changes in recent years require mandatory policy review. In particular, it is necessary to shift policy in a new direction, towards the promotion of conservation agriculture and irrigation practices. At the same time, it recognizes the need for an immediate response action plan, and preparedness and mitigation instruments, and effective implementation of the existing legal framework. The Officials, who attended the event, admitted the lack of intersectoral collaboration in the management of the phenomenon.
  • Financial and risk transfer instruments are not fully used. With less than 5% of farmland insured in 2012 and the farmers’ reluctance to borrow agricultural credits from commercial banks, the farmers still have an incorrect perception of these instruments. Farmers are not aware of opportunities, or choose not to engage in credit schemes and grants provided by foreign donors because of administrative barriers.
  • Drought management measures must not conflict nor compete with good environmental practices, especially when it comes to irrigation. Research has shown that in long-term improper irrigation lead to removal from the circuit of more than 35% of irrigated soils and had a critical effect on the  hydrological network of  the country. At the same time, today remains unknown what are the exact quantity and quality of the water available to irrigation, and the soil condition and quality.
  • With the change of climatic conditions farmers should opt for crops with high added value and adopt tillage practices with minimal intervention. The farmers stated that, in addition to the lack of irrigation infrastructure, it’s difficile to import seeds with high resistance to drought, the import procedure being tedious and time consuming.

Centrul Analitic Independent Expert-Grup anunță concurs de angajare a unui expert sau grup de experți care să presteze servicii de consultanţă privind elaborarea raportului de evaluare a eficienței și transparenței în utilizarea mijloacelor publice destinate domeniilor culturii, patrimoniului cultural,  artei, editării, poligrafiei, comerțului cu carte și biblioteci.

Sarcini specifice:

  • Va participa la definitivarea conceptului și structurii raportului integral, pentru a asigura o interconexiune efectivă între diferite subiecte și domenii analizate în raport;
  • Va analiza starea și evoluția în domeniile culturii și artei (arte plastice și aplicate, film și cinematografie, literatură, arhitectură, artele spectacolului) în raport cu utilizarea resurselor materiale și financiare alocate pentru acestea în ultimii 3-5 ani;
  • Va analiza cadrul legal, instituțional și politicile în domeniile menționate pentru a stabili în ce măsură acestea asigură alocarea eficientă și efectivă a resurselor;

Project title: Developing Civil Society in Support of Regional Development in Moldova;

Implementation period: July 13, 2011 – December 15, 2011;

Funded by: Soros Foundation - Moldova, East-East Partnership Beyond Borders Program;

Partners: Czech-INVENT Technological Agency (Czech Republic);

Project goal: This project was the third one in the series of projects that EXPERT-GRUP implemented in partnership with the Czech-INVENT Technological Agency (Czech Republic). The key goal of the project was to provide the Moldovan Regional Development Agencies and local/regional NGOs with practical experience and skills developed in the Czech Republic in the past two decades on identification, initiation and preparation of regional development projects.

Main activities:

  • Selecting Moldovan participants to the project;
  • Organizing a hands-on training on preparation of projects for regional development;
  • Organizing a study trip for 15 project participants to the Czech Republic;
  • Providing support to project beneficiaries in preparation of development projects;
  • Organizing regional seminars for presentation and marketing of regional development projects formulated by project participants.

Main outputs and outcomes:

  • Moldovan regional participants received training and knowhow enabling them to identify, select, prepare and defend projects they deemed important for the development of their municipalities and regions;
  • A total number of 14 projects were prepared and are ready to apply for financing/co-financing with potential donors.

Project impact:

The project had positive impact on participants’ abilities to create meaningful regional social and economic development projects. As the Moldovan regional development agencies have only been established very recently and lack examples and best practice on how to actively pursue regional development goals, the project strengthened capacities of regional development agencies and their nongovernmental counterparts. This, in turn, should lead to increase of number of locally developed regional development projects; and, ultimately, to accelerated social and economic transformation of Moldovan regions with all associated positive effects (job creation, higher competitiveness of the regions, improved standard of living etc.).

 

Weak institutional constraints generate corrupting behavior and lack of accountability that is the main source of socially harmful political choices. The lack of a unitary legal framework that would offer clear rules of procedure for the application to and allocation of resources designated to capital investments by the local governments, facilitates decisions that are not always taken in the public interest. As our empirical examination demonstrates, political affiliation matters in Executive and Parliamentary choices regarding capital investment allocations to local governments. Political actors are, in effect, picking up the projects that affect people’s lives not on the basis of their social value, the winners are instead determined according to their political connections.

Euromonitor, no.24

This edition no.24 of the quarterly publication Euromonitor evaluates the progress in implmentation of the reforms agreed as part of the cooperation between European Union and Republic of Moldova in the period April-June 2012. The report is developed jointly since 2006 by EXPERT-GRUP and the Association for Participatory Democracy ADEPT. In the political sphere (monitored by ADEPT) main subjects of monitoring are human rights protection and enforcement, justice reform, fighting corruption and settlement of the Transnistrian conflict. In the economic area (monitored by the EXPERT-GRUP), key subjects of monitoring are financial markets and policies, market regulatory institutions, trade policies, sustainable development and social dialogue promotion.
