Moldovan economy in the third quarter of this year was characterized by a "numbness" in some areas. There was a decrease in the growth rate of industrial production and investment activity. Coupled with higher interest rates on bank loans, this will have a negative impact on the GDP growth, which in the first half increased by 5.4%. The evolution Moldovan economy in the first half of 2008 was ambiguous, being marked by a series of positive trends overlapping with negative trends or obvious risks. The real sector is still trying to recover from the double crisis of 2007 caused by drought and Russian trade embargo. GDP in the first quarter increased by 4.3%. Rising prices and the appreciation of the domestic currency were the main headaches for producers, population and authorities in the first half of this year. Developments in May-June indicate over the continuous revival of the industrial sector, amid deepening inflationary pressures related to increasing food prices, energy and the inflows of foreign currency in the country. In these circumstances, the National Bank tightened remarkably the anti-inflationary policy measures. Lower level of interventions on the foreign exchange market led to strong appreciation of MDL and caused major political debates and accusations targeting the National Bank. The evolutions during April-May showed contradictory economic developments. The general trend displays a dynamics of industrial recovery. However, it is combined with the macroeconomic risks related to price increase for energetic resources and foodstuffs. Thus, fighting inflation became a main priority for the National Bank of Moldova. More about the economic evolutions in this period you can find in Real Economy no. 3.

The major event of this quarter was the dismissal of the Government led by Vasile Tarlev and the appointment of Zinaida Greceanii as a candidate for prime minister. Although we anticipate a technocrat government, it will face pre-election challenges, pressures caused by the short period of its activity and major shortcomings in structural and institutional reforms, including those set in the Actions Plan Republic of Moldova - European Union. Banking Performance Rating, 3rd Quarter, 2011

Banking performance rating was elaborated by Expert-Grup with the purpose to objectively evaluate and compare the evolution of Moldovan commercial banks. This edition reflects the banks’ activity for the 3rd quarter 2011, as compared to the previous quarter. According to the ranking results, the new leader became CB "Victoriabank", exceeding CB "Moldova – Agroindbank" (2nd place) by liquidity and portfolio quality indicators. The most spectacular jumps were registered by CB "Banca de Economii" (+3 positions), CB "FinComBank" (+3 positions), CB "ProCreditBank" and CBR Chisinau S.A. by 2 positions each. At the same time, the strongest downward evolutions had CB "Comertbank" (-3 positions), CB "EuroCreditBank" and CB "Energbank" (by 2 positions each). As in previous quarters, CB "Universalbank" had lowest ranking due to slow restructuring of its toxic assets accumulated during the recent economic crisis.

It reveals the fact that the best performance has been registered by CB "Moldova - Agroindbank" S.A., being followed by CB "Victoriabank" S.A. and CB "EuroCreditBank". The worst performer has been the CB "Universalbank" S.A.

According to the rating results, during the first quarter of 2011 the best banking performance has been registered by the CB „Moldova – Agroindbank” S.A., which was followed by CB „Victoriabank” S.A. and CB „Moldindconbank” S.A. Unlike the leader of the ranking, these banks register lower efficiency indicators, but have a better portfolio quality and profitability instead. CB "Universalbank" S.A. registered the worst performance due to poor quality of loan portfolio which had a negative impact on its profitability and liquidity.

In 2011 the Moldovan economy evolved, to a large extent, by inertia. It is true that in the first semester the economic growth was spectacular in terms of its magnitude and structure. However, the growth was uneven, with a low impact on employment and people's welfare.
