The aim of this Analytical Note is to present an independent opinion on how the Budget Law draft for 2014 reflects the priorities and development necessities of the Republic of Moldova. The materials exposed in this document represented the core of the presentations made at the round table for discussing the Budget Law draft, which took place on December 11th 2013. Also, the document includes the recommendations and conclusions exposed at the round table.

The document may be used by stakeholders of the budgetary process in ensuring a better coverage and a match between the provisions of the budget and priorities. Education, social security, culture, youth and sport policies and national defense were the main subjects analyzed in this Note. A special attention was drawn on whether this Budget Act respects the best practices in terms of ensuring transparency in the budgetary process.
