Overview of the Relationship between Human Capital Development and Equity in The Republic of Moldova

Current situation of the human capital development in the Republic of Moldova was mainly determined by the economic evolutions in the transition period. Thus, such factors as changing structure of the economy, liberalization of the educational services supply, and migration of the population affected in different ways the trends in human capital development. Along with some positive trends, such as higher overall educational attainment of the population, increasing propensity to invest in education, some negative trends were observed as well. The urban based economic growth in Moldova resulted in an increasing gap of opportunities for rural and urban population. At the same, the 8.2% of GDP  funding for education, which is high by international comparison is spent inefficiently affecting the quality of education. The purpose of this report, commissioned by European Ttraining Foundation, was to identify the main trends in human capital development in Moldova over the last two decades using both quantitative and qualitative indicators. It was also designed to identify inequity among different population groups related to the access to education, choices of educational opportunities and quality of education received. The report ends with the main conclusions regarding the human capital development trends and equity in education represented by access, choice and quality of education during the transition period.
