The conflict in which the State Owned Enterprise “Registru” is currently involved, a conflict originating in a decade-old contract of leasing of specialized equipment and software, is a clear evidence of how costly can be the authorities’ weak capacities to implement long-term contracts. The half-hearted reform of the institutional and regulatory framework on the Public-Private Partnership generates high risks that similar situations will occur in the future. This analysis looks into the most important institutional and regulatory constraints that have to be alleviated before starting Public-Private Partnerships.
