It seems that Moldova is caught into the frenzy of writing strategies. Certainly, the development of strategies is not a bad thing in itself, since many sectors need major reforms or minor interventions. The Small and Medium Enterprises sector (SMEs) also needs a development strategy and the draft has already been developed by the Ministry of Economy. However, it seems that this Strategy follows the same path as most strategies developed in recent years in Moldova. In particular, strategic thinking seems to focus more on semantic aspect of the document, and was less oriented to identify the real needs of the sector and virtually no lessons from previous ‘strategies’ were learnt.
