The Moldovan Government has recently adopted a decision by which the apartments disconnected from the municipal centralized heating system are to pay additionally to their own bills 20 percent of the average cost of heating one square meter. Before these amendments, the consumers living in these apartments were paying only 5 percent additionally. As this decision generated many debates and discontent, in this analysis we analyze how fair is the introduction of the payment in first place.
