Economic Commentary no. 19
Moldovan and Russian media have recently leaked information regarding a possible resolution of the Transnistrian conflict based on a so-called “Kozak II Plan”. The certainty with which the news is being treated by some politicians and media, as well as reactions of the representatives of the two parts involved, show that this problem has to be approached urgently and seriously. A would-be Kozak II Plan would go completely against the EU-Moldova Actions Plan, leaving Brussels uncertain about the credibility of the Moldova’s declared European integration. Even more, re-launch of a reviewed “Kozak Plan” would actually mean a successful geopolitical repositioning of Russia against US and NATO in the wider region. At the same time, trying to solve the conflict based on a reinvented Kozak Plan will significantly narrow Moldova’s foreign policy options in the future.
