The governments' obsolete regulation of the villa parcels from cities' suburbs - waste of income for state and source for multiple problems for owners

Most of the parcels from cities' suburbs, frequently called "villas" by those from the urban areas, are regulated by an outdated Government decision which was not modified since 1994 which was inspired from some decisions taken back in 1986 and 1991 in SSRM (Soviet Socialist Republic of Moldova). The law still includes out-of-date soviet terms like "kopeika".
