Implementation period: July – November 2013

Project goal: to provide the target groups with a comprehensive analytical background on time use by the population of Moldova, on the basis of statistical data provided by NBS, aiming at highlighting useful information, suggesting conclusions, and supporting policy-making in relevant areas of Government activity.

Target groups: Government institutions, civil society, think-tanks, academia, media and general public.

Main project activities:

1. Development of a list of potential issues to be analyzed within the analytical briefs based on the analysis of best international practices on the use of Time Use Survey data;
2. Development of the corresponding methodology to be applied;
3. Development of a series of thematic brief data analysis (hereafter called analytical briefs), focused on description of the status of affairs in the respective fields or of the respective events, analysis of factors of influence or impact, correlation with linked issues/elements/events/areas (justified and accompanied by data tabulations provided by NBS). The gender perspective is a mandatory approach applied throughout the entire analytic work and each product delivered. Also, the analysis is undertaken applying other dimensions such as age, employment and/or marital status, education level, urban/rural place of residence, etc.
4. Based on the developed analytical briefs develop a series of visual products easily accessible to the target audience through most effective and efficient means.

 Main deliverables:

1. Detailed approach and working methodology
2. List of potential topics based on the based international practices
3. Output tables and data to be analyzed within the briefs, based on the national Time Use Survey data provided by the NBS, as well as potential hypothesis to be tested
4. 10 gender sensitive analytical briefs including potential recommendations on the development of policies in the relevant fields
5. 11 infographs based on the developed analytical briefs

Potential project impact: The current assignment is a joint initiative of the UNDP Moldova, UN Women and National Bureau of Statistics within the framework of the Joint Project on Strengthening the National Statistical System of RM.

In the medium run, the implementation of the current initiative should lead to:

• Ideas outlined will serve to stimulate further discussion on gender equality and underscore its importance in 
addressing a multitude of current challenges;
• Improvement of the national system of statistical indicators in the social-economic fields relevant for the 
Republic of Moldova to measure and monitor progress in relation to the government response to the basic 
needs and life style of men and women;
• Enhancement of usage of reliable statistical products compliant with EU standards;
• Data users’ awareness to better understand the purpose and benefits of Time Use survey for the improvement 
of policy measures that promote gender equality, including on labour market;
• Contribute to the establishment of a comprehensive and multi-dimensional platform for further monitoring at 
the national and regional levels;
• Improvement of the Government’s work on reporting to national and international documents and treaties 
through application of a list of relevant and updated indicators;
• Identification of gaps and areas of future concern for decision-makers and general population related to their 
time use which should be addressed by appropriate interventions;
• Mainstreaming of gender dimension into national strategic and policy papers and strengthening the national monitoring and reporting system in gender sensitive areas in the Republic of Moldova.
