Project title: National Development Plan - A New Approach to Development in Republic of Moldova;

Implementation period: September 27-28, 2007;

Funded by: Swiss Agency for Development and International Cooperation / Moldova Soros Foundation, East-East: Partnership Beyond Borders Program;

Partner: General Department for Macroeconomic Policy and Development Programs of the Ministry of Economy and Trade of the Republic of Moldova;

Project goal: Organization of the International Conference “National Development Plan - A New Approach to Development in Moldova” with the purpose of bringing together national and international experts and Government officials with extensive experience in analysis, formulation and implementation of country-wide development strategies;

Main activities:

  • Organized International Conference on 27-28 of September 2007, bringing together 70 participants from Moldova, Bulgaria, Czech Republic, Estonia, Hungary, Lithuania, Poland, Romania, Russian Federation and Ukraine;
  • Conference participants discussed the recent trends in academic research pertaining to growth and development, and relevant mid- and long-term development models that Moldova may adopt;
  • Considering the experience of other countries and Moldova's own experience, conference participants identified the critical conditions necessary for an effective implementation of the National Development Plan draft;
  • External experts introduced Moldovan policymakers to the European experiences in elaboration and implementation of national development strategies;

Main outputs and outcomes:

  • Presentations in the first panel “Understanding Moldova’s Development Challenges and Opportunities” from Mrs. Zinaida Greceanii (First Deputy Prime-Minister of the Republic of Moldova), Mr. Igor Dodon (Minister of Economy and Trade of the Republic of Moldova), and Valentin Bozu (Leading Economist, COMPACT Moldova);
  • Presentations of the second panel “Central and Eastern European experience in policy making” by Mr. Ramunas Vilpisauskas (Chief Economic Policy Advisor to the President of Lithuania), Mr. Rene Samek (Executive Director of Czech-INVENT Technology Agency) and Ms. Malgorzata Jakubiak (Expert CASE - Poland);
  • Presentations of the panels 3-5, structured according to the three economic priorities of the National Development Plan (Economic Growth and Competitiveness, Human Resources Development and Regional Development) and delivered by: Prof. Adam Torok (Chairman of the Roundtable on Economic Competitiveness under the Prime-Minister of Hungary), Mr. Robert Hejzak (Senior FDI Consultant, FIAS, World Bank, Czech Republic), Mr. Valeriu Lazar (former Minister of Economy and Trade of the Republic of Moldova), Mr. Valeriu Prohnitchi (Executive Director, EXPERT-GRUP), Mrs. Viorelia Batranac-Moldovanu (Deputy Minister of Education and Youth of the Republic of Moldova), Mr. Karmo Kroos (University Lecturer at Estonian Business School), Mr. Nicolae Toderas (Research Associate at Institute for Educational Sciences), Mr. Sergey Drobyshevskiy (Head of Budget and Tax Policy Department, Institute for the Economy in Transition, Russian Federation), Mr. Valentin Guznac (Minister of Local Public Administration of the Republic of Moldova), Ms. Juliana Nikolova (European Institute Director, Bulgaria), Mr. Dmytro Naumenko (Research Associate, Institute for Economic Research and Policy Consulting, Ukraine);
  • A set of Conference Conclusions and Policy Recommendations addressed to the Moldovan authorities working on the National Development Plan;

Project impact:

This Conference was organized in partnership by EXPERT-GRUP and the General Department for Macroeconomic Policy and Development Programs of the Ministry of Economy and Trade of the Republic of Moldova. Joint organization of this event was a positive example of cooperation between the Moldova’s Government and the civil society. The event was attended by public officials from Ministry of Economy and Trade and Ministry of Finance that learned from the Central and Eastern European experience in designing and implementing development strategies. Conference conclusions were fully taken into consideration by the Ministry of Economy in elaboration of the final draft of the National Development Plan.
