Project title: Moldova 2009: State of the Country Report;

Implementation period: May 12, 2009  – February 28, 2010;

Funded by: Balkan Trust for Democracy, Black Sea Trust for Regional Cooperation;

Project goal: Support development of the Moldova State of the Country Report 2009 as a nation-wide platform for public debates among authorities, local businesses, civil society and international community in such areas as elaboration of policies and prioritization of the key public sectors which need assistance for further development;

Main activities:

  • Conducted sociological survey “Moldova 2009: State of the country and people”;
  • Surveyed policy stakeholders regarding the country development priorities;
  • Prepared the “Moldova 2009 State of the Country Report” in English, Romanian and Russian languages and short version of the report in Romanian language;
  • Organized the national conference “Moldova 2009: State of the Country” (Chisinau, 8 of April, 2010);
  • Organized regional seminars for presentation and discussion of the SCR 09 in towns of Cahul (April 14, 2010), Balti (April 16, 2010 ), Soroca (July 22, 2010), Ungheni (July 13, 2010), and Comrat (July 23, 2010);
  • Organized 3 thematic roundtables with political parties to discuss the key findings of the SCR 09;

Main outputs and outcomes:

  • The main output of this project is State of the Country Report 2009, which is a clear, evidence-based and objective analysis of the Moldova’s situation in five areas: endowment with natural resources, economic policy, domestic politics, foreign policy and impact of the global trends and risks;

Project impact:

The SCR 09 offered analytical inputs to initiate public discussions on Moldova’s development priorities and imperatives in several policy areas. The SCR 09 has identified main constraints affecting negatively economic, social and political development of Moldova. Several key development constraints – poor natural resources, inefficient economic policy, weak democratic institutions and incoherent foreign policy – served as topics of three thematic roundtables were Moldova political parties – in light of the forthcoming early elections - were invited to present their views for overcoming these constraints. As result of the SCR 09, the mass media has become more aware about the country development priorities and real needs. The SCR 09 has beneficially influenced the policy environment in Moldova. EXPERT-GRUP was invited by the Prime-minister councilor to make a presentation of the methodology of work and of the Report itself for the Government consultants. Main ideas and recommendations have been also endorsed by the deputy-prime-minister and minister of economy Mr. Valeriu Lazar who attended the national conference organized for launching the SCR 09.
