About the project.The overall goal of the project is to improve effectiveness and efficiency of the spending money for the maintaining / reparations of the streets and usage of the public land in Chisinau Municipality (Capital of the country). Also, we expect improvements at country level policy and legal frameworks in field of land privatization (rent) in urban area. The expected result will be achieved by producing of 2 monitoring reports in mentioned fields, recommendations for legal framework modifications, and appropriate information and advocating campaigns. During the project implementation Expert-Grup will work closely with: Chisinau Municipality Council (local representative body), the Mayoralty of Chisinau (local executive body), State Chancellery (central administrative body responsible for policies regarding LPA), the Parliament of the Republic of Moldova, the Ministry of Economy (Public Property Agency) and the Public Procurement Agency. Also, an important role in the implementation of the project has mass-media institutions.

For achieving the objectives in the project will be produced following outputs:

a) Monitoring report of the ongoing public procurements for the streets/roads sector implemented by the authorities from the Chisinau Municipality;

b) Monitoring Report on the public land usage in the Chisinau city area;

c) Recommendations for legal and policy framework regarding privatization and renting the public lands;

d) Citizens of Chisinau Municipality are fairly informed regarding the spending of the public money on streets sector and usage of the public lands. Special materials (press realises, infografics, commentaries) produced based on the findings in monitored and analyzed sectors and disseminated via mass-media and organisation’s web pages (www.expert-grup.org, www.budgetstories.md);

e) The effective advocacy campaign for implementation the reforms were conducted.    

As result of achieving the objectives we expect to have a threefold impacts. First, the citizens will raise their benefits from a more effective and efficient spending of public money on the street and usage of public land fields. Second, the project will contribute to raise the overall accountability of Municipal Council and top management of Mayoralties and other public bodies. Third, the advocacy and monitoring capacity of Expert-Grup in fields of public procurements will increase significantly.
