Project scope: Development of the main strategic planning document of the country – National Development Strategy “Moldova 2030”, following the evaluation and lessons from the NDS “Moldova 2020”, of 2030 Agenda for Sustainable Development and the Association Agreement with the European Union.
Key activities:
- Mid-term evaluation of the NDS “Moldova 2020”, using the best international practices in evaluating strategic planning documents. Particularly, the evaluation will reveal to which extend the NDS “Moldova 2020” fulfilled its main function – visionary document that guides the sectorial strategies, budgetary programs and the Medium-Term Budgetary Framework. Thus, besides the analysis of the M&E indicators of Moldova 2020, the evaluation will reveal the level of synergy between the sector-specific strategic planning documents and their budgetary coverage on one side, and the NDS “Moldova 2020” on the other side.
- Development of NDS “Moldova 2030”, following the conclusions and lessons learned revealed by the mid-term evaluation of NDS “Moldova 2020”. The new visionary strategic planning document will be elaborated based on a robust analytical framework that will entail the development scenarios of the country until 2030 (status quo and after the implementation of the Strategy). Importantly, the Strategy will have to be anchored into in other 2 fundamental strategic planning documents: Agenda 2030 for Sustainable Development and the Association agenda. Additionally, the NDS “Moldova 2030” will include a clear and transparent M&E framework with SMART indicators and efficient mechanisms for inter-institutional communication and coordination.
- Consulting all relevant stakeholders at all stages of the project. The project will be implemented following the principle of “no one left behind”. Thus, the evaluation of NDS “Moldova 2020” and the development of NDS “Moldova 2030” will involve the consultation of a wide and representative group of stakeholders (policy makers at central and local levels, civil society, employers’ and employees’ representatives, academia, development partners and socially vulnerable groups). The consultations will take place at all stages of the project by means of consultation groups, working groups, interviews, focus groups, online questionnaires and publishing the draft materials online.

Expected impact of the project
The Government of Moldova will have a consistent and qualitative visionary development strategy that will guide the elaboration and implementation of sectorial strategies and budgetary allocations. It will facilitate a more speedy and effective implementation of the 2030 Agenda for Sustainable Development and the Association agenda.
