Project scope: To provide technical assistance to support Moldova to become more resilient to external and internal shocks, both political and economic, and support further growth and stability.
What will the programme do?
- Provide high-quality national and international expert advice in response to requests from public authorities;
- Projects funded may include reviews of public sector bodies, process improvements in government ways of working, policy/legal changes and their implementation, transparent public reporting, reform planning, project management of reforms, and strategic communication about reforms.
Key stakeholders: Reform assistance will mainly be directed to public authorities in Moldova. Example beneficiaries may include the Government and various ministries, Prime Minister’s Office, the Parliament, various governmental agencies and regulators. If not enough reform-minded public authorities are found, then non-governmental organisations may be considered for support.
Focus areas:
- Strengthening the rule of law, justice sector reform and democratic accountability;
- Liberalisation and modernisation of key sectors, such as energy, banking etc.;
- Improvements to the business environment, reform of tax systems, and the reduction of red tape;
- Support public financial management reform and anti-corruption measures; and
- Strengthening the independent media.
Guiding principles:
The UK-Moldova reform projects:
- Are demand-led, with strong buy-in from public beneficiaries;
- Focus on practical implementation, rather than law or report writing;
- Are flexible and responsive to change;
- Are able to deploy experts rapidly, within weeks rather than months;
- Provide up-to-date, high-quality advice, drawing on both international and national expertise;
- Promote a logical structure and transparent approach to proposed reforms.
The UK-Moldova Reform Assistance programme is managed by PwC UK together with PwC Moldova and the think tank “Expert-Grup”, working closely with the British Embassy Chisinau.
