Identifying an external evaluator for the “Empowered citizens enhancing accountability of the education reform and quality of education in Moldova” project

The Independent Think-Tank Expert-Grup has received financing from the World Bank toward the cost of the ”Empowered Citizens Enhancing Accountability of the Education Reform and Quality of Education in Moldova”, and intends to apply part of the proceeds for consulting services.

The strategic goal of this initiative is to empower Moldovan citizens to engage local, regional and national authorities in evidence-based policy and budget dialogue regarding educational reform, quality of services, and development priorities of primary, secondary general and upper secondary schools and to enable an environment in which social accountability initiatives thrive and develop.
Within this framework EXPERT-GRUP is seeking the services of a Consultant who will be responsible for designing and implementing an evaluation study to assess changes following the implementation of GPSA Grant Year I activities towards the development objectives to: (i) engage local, regional and national authorities in evidence-based policy and budget dialogue in the Member Country’s education sector; and (ii) to promote an enabling environment for social accountability.
This Call for Expression of Interest will lead to the preparation of a Short List of consultants. For evaluation of the expressions of interest the following criteria will be applied:

  • Professional experience in academic research, analysis, forecasts (30 points);
  • Knowledge and expertise in use of various evaluation instruments (30 points);
  • Knowledge and expertise in conducting interviews, development of monitoring indicators (20 points);
  • Proven experience in conducting similar studies, financed by international financial institutions (20 points).

A consultant will be selected as an Individual Consultant in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published on January 2011.

The assignment will be implemented in the period of 1.5 months and will be approximately 9 man-days as estimated workload.

Interested candidates are encouraged to submit relevant outputs of similar nature and/or references from customers for whom they have completed similar assignments. Interested candidates should include their CVs and provide references from customers for whom they have completed similar assignments.
