MACRO 2015 - Ideas for economic and social security

On July 10 2015, Expert-Grup in partnership with Friedrich-Ebert-Stiftung hosted the 3rd edition of MACRO 2015 Annual International Conference. The topic of this year was “Fostering Economic and Social Security.” The Conference was structured in three panels, which covered in detail the economic risks and opportunities for Moldova.

Main findings of the State of Country Report 2015 were presented at the Conference. The Report mentions that currently, Moldova deals with arguably the biggest challenge to its economic security since proclaiming the independence in 1991. More details on the report here. 

Panel I: Economic and financial security

Presentations on this panel were made by Veaceslav Negruta – Economist, Andrei Rotaru – Adviser at the National Bank of Moldova, Armine Khachatryan – Resident Representative, International Monetary Fund and David Dalton - macro-economist on Eastern Europe, The Economist Intelligence Unit.

Panel II: How to avoid the economic crisis turning into a social crisis?

This panel featured presentations about the challenges to social security by Valeriu Prohnițchi, Economist, Laura Grecu, Viceminister, Ministry of Labour, Social Protection and Family, Vadim Ceban, First deputy chairman of the executive committee, UTA Găgăuzia.

Wicher Slagter, Head of Political and Economic Section, Delegation of the EU to the Republic of Moldova and Jörg Radeke, Project Manager, German Economic Team Moldova.

    • “Potential Moldovan exporting sectors underutilized due to limited government capacity and lack of internal co-ordination.”

    • “The average monthly wage in the economy of Gagauzia in 2014 amounted to 74.3% compared to the average monthly wage in the country.”

    • “Social policy should not be conducted in isolation. It needs to be aligned with economic policy, work places, education, health and many others.”

    • “As a direct impact from bank fraud government needs to reduce expenditure by or increase revenue by up to 10%.”

Panel III: How can we avoid transformation of economic crisis into a social crisis?

The discussion panel was dedicated to key challenges and prospects for 2015-2016, with presentations by Gheorghe Balan, Head of the Bureau for Reintegration, Adrian Lupusor, Executive Director, Expert-Grup and Vladislav Kulminski, President, Institute for European Policy and Reforms.

Key remarks of the panel:

  • Adrian Lupusor (presentation):
    • “A technical cooperation between Moldova’s and Transnistria’s authorities is needed, next to giving up “sensible terminology.”
    • “Transnistrian economy is not ready for free trade with the EU.”
  • Gheorghe Balan (PDF presentation):
    • “We will propose to Tiraspol to undertake the tax system by introducing VAT and excise duties, which will facilitate the implementation of reforms and future commitments of Moldova to the EU.”
    • “The Transnistrian problem stems solely from political factors and external influences.”
  • Vladislav Kulminski:
    • Along geopolitical factors, we should not ignore the specifics of the internal affairs of the transnistrian region.
