Corruption, political clientelism and the low capacity of public authorities to respond adequately to the needs of citizens are the key factors that continue to impact the low level of development of the Republic of Moldova. This is one of the main conclusions of the study on political clientelism in the management of public funds, developed within the project “Inform, empower and act! Civil society for better budgetary governance in Moldova”, implemented by Expert-Grup in partnership with the Institute for European Policies and Reforms, Eastern European Studies (EESC, Lithuania) and with the support of the European Union and the Konrad Adenauer Foundation.

The aim of the research is to assess and identify possible signs of political clientelism in transfers of public funds, as well as the calculation of an aggregate index of clientelism for the years 2018 - 2019. This exercise will be the basis for similar evaluations in the coming years, especially during the project implementation. The elaboration process took into account a specific methodology and was carried out by a team of consultants from the Independent Think Tank "Expert-Grup" and the Institute of European Policies and Reforms (IPRE) during April-May 2020.

In this context, Expert-Grup in partnership with IPRE organizes on Thursday, July 16, 2020 (13:00 – 14:30), the video conference “Does the money follow the citizen or the party? Public funds between political clientelism and allocations according to needs”, in which we aim to present and discuss the main findings of the Study with the participation of representatives of public authorities and representatives of civil society.
