Scoalamea.md website was launched – an online platform that aims to increase participation in Moldovan schools

CHIȘINĂU // Independent Think Tank Expert-Grup launched www.scoalamea.md, an online platform that will publish budgets and academic performances for all the schools in the country. The website is part of the Școala Mea initiative, launched in January 2014 and which aims to involve citizens, along with local and national authorities, in discussions about school’s budget and its quality of educational services. The initiative will be implemented in 100 schools during 5 years, while its concept and instruments can be replicated by each educational institution in Moldova.

Thanks to data from the Ministry of Education, ScoalaMea.md will allow users to access the "School Cards", which will interactively display several metrics: number of students, number of teachers, pupils per teacher ratio, school's total budget, the share of wages in total expenditures, expenditures per student, share of heating expenses etc. Also, ScoalaMea.md will post the Baccalaureate average grade, graduation rate and other academic metrics for each school in Moldova.

ScoalaMea.md will also come to help those eager to publish their schools’ budgets. The website will provide how-to notes and advices for those students, parents or professors who are willing to “open” their school’s budget and individuals who would like to hold public hearings, in order to discuss about school’s development priorities.

In addition, Școala Mea managed to survey, through the report cards, over 9,400 students, parents, teachers and administration staff from those 20 schools implementing the program in the first year. As a result, a study has been elaborated which spotted the users' perception about the educational services.

The study found that the most important reasons that ensure a positive perception of educational services are: relevant school curricula, quality of the textbooks and availability of extra-curricular activities. Conversely, a negative perception on education process is being fueled by poorly used financial resources and also the collection of extra-budgetary funds from parents. Therefore, the study recommends extending the array of extracurricular activities, introducing electronic flow of information to the users, organizing extensive meetings and public hearings that will allow professors and parents to participate, and increasing transparency and accountability of the financial contributions from the parents.

Therefore, Școala Mea aims to increase participation in Moldovan schools, by trying to „open” the budgets and by facilitating public hearings and other activities involving citizens. As a result, in an unprecedented example of civic participation, last year, in those 20 schools, we have managed to engage over 3000 people in discussions and debates on school’s budget and priorities.

“The philosophy of this initiative is quite simple, once people will be more involved in the development process of the community’s most important institution – the school, their responsibility towards their school, their community and their country will rise, because ultimately, a better school leads to a better country”, said Victoria Vlad, ”Școala Mea” project coordinator.

Școala Mea initiative is implemented by Expert-Grup and its regional partners, with the support from World Bank within the Global Partnership for Social Accountability.
