During the first quarter of 2015, Moldovan Court of Accounts published 14 audit reports. Our experts analysed them and highlighted the main findings in this report (available only in Romanian).
One of the main findings is that the scale of irregularities estimated by Court of Accounts (CA) exceeded 2 billion MDL (100 million USD) in the first half of 2015. The audits have shown both technical & operational problems in the activity of the audited institutions and gaps in the legislative framework, which do not allow for an efficient management of them. At the same time, these institutions are, in most of the times, unwilling to reform, so that the main drive of change comes from the pressure of foreign development partners.
